The phone was either reported lost, stolen or the owner skipped out on paying for the phone, his bill or the Early Termination Fee (ETF), after canceling his contract. So the IMEI or ESN has been blacklisted on all cell phone carriers in the UNITED STATES. 1. Can this be remedied? Not to activate this phone in the USA. 2. How is it possible to be used abroad? The IMEI can be activated on a carrier there (if GSM), but the phone will need to be unlocked from the carrier here in the STATES first, to allow another SIM Card to be used in the phone on an European cell phone provider's COMPATIBLE network. Tip for the future. When buying used or pre-owned phones, ASK questions. You want to know before money changes hands, that the phone can be activated on the carrier it is branded to, or other carriers in the US. You still have to unlock the phone if you buy one without contract from carriers like AT&T, Verizon, etc and you might not get all the services working properly.
